Whistles and other sound devices are slow. They cannot be called into action when you need them suddenly on the trail. This bell works instantly and serves it's purpose effectively.

And if you get lonely out there on the trail you can ring to anyone going by to say hello. If no one is there, you can ring out into open space, which is a spiritual gesture with a certain satisfaction of its own.

Is this really a marine navigational aid? 

Not really, unless you are skating on a trail with a lot of traffic that is submerged by a flood and those same flood waters extent to navigable waters according to the Navigation Rules. Read this related story about the definition of navigable waters and vessels.

The actual story here is trail and marathon skating was a hobby of some Starpathers at one point that led to us designing and producing these bells, which can also be used on bikes and make great presents for self, friends, or family.
